Video Conference 7-5-10 Summary

 

SUMMARY DISCUSSION HELD IN THE VIDEO CONFERENCE AT WBSWAN ON 07-05-2010 AT 4-00 PM WITH THE BDOs & SAE(RWP)s BLOCK MGNREGS OFFICIALS

 

 

The Additional District Magistrate & Additional Executive Officer, Burdwan  Zilla  Parishad welcomes everyone and initiated the discussion. All concerned are informed that this Video Conference would be held regularly on alternate Friday of each month and in the followig V.Cs full set up of MGNREGS of the Blocks including Nodal Block S.A.E would participate. All Blocks requested to check the proper functioning of WBSWAN at their Block and report in writing immediately if any non functioning is observed to AEO, DNO & DPRDO.  The D.N.O, MGNREGS, Burdwan initiated agenda wise discussion thereafter which is summarized below.

RELEASE OF FUND & OPERATION OF BANK/P.O

 

PROBLEMS-DISCUSSION-TIMETAKEN FOR BANK CREDIT

 

 

 

1.  Release and crediting of last 3 allotments were discussed with Blocks who shared with their specific problems regarding Delayed crediting, lack of cooperation from the part of the Bank Branches & P.Os which were duly replied and noted by the Nodal Postal Officers of both Division and LDM, UCO & District Co-ordinator of PGB.

 

 2. The BDOs were advised to communicate the problems arising with Banks/P.Os and take feed back of those till it is solved.

 

3.  BDOs are to submit in writing if any fund crediting to G.P. A/C takes more than 3 days from depositing the cheque.

 

 

 

ACCOUNTS

 

 

NON-SUBMISSION OF FORM-26 & REFUND OF SALARY OF APOs

 

 

 

1.  The BDOs were advised to send the Form-26, after checking at their end & authenticity Closing Balance of 31-03-10 to this end, immediately.

 

 2.  The statement of Salary particulars of the A.P.Os     (Regular) also to be submitted at this end in each month who are irregular in submission.

NEW PROCESSING OF FUND DEMAND-RELEASE OF FUND

 

 

The new process of Fund Requisition and Placement/ Sanction be followed from now and is elaborated to all concerned.

 

It was illustrated that from now on BDOs would give Administrative Sanction of schemes for which the Top Sheet for fund requisition would be modified slightly.

 

Now only ADVICE would be sent to the main operative Banks. To expedite release of fund Allotment & Advice will be placed altogether and ADM&ADPC would release allotment & fund together.

 

 

MIS

 

MIS RANKING -100% OPERATIONALISATION

 

 

 

All Blocks informed to closely vigil over 100% operationlisation of MIS and new software version 0.5 to be installed within 11-05-10. They were requested to list out problems and send to this end before the proposed workshop on MGNREGS Workshop on MIS during 17-05-10 to 19-05-10 at SIPRD, Kalyani by PM MIS

 

 

 

COVERGENCE

 

BRG MEETING & FISHERY - AGRICULTURAL SCHEME CONVERGENCE

 

 

 

Every BDOs was asked to hold BRG meeting at his level and identify schemes from the line departments and send at this end for approval in the addl. A.A.P within 30-05-10 as Convergence activities is the most thrust area of MGNREGS nowadays

 

The Blocks were asked to send proper report on convergence activities with Fisheries & Agricultural Department after proper documentation.

 

 

IBS

 

APPLICATIONS RECEIVED-PENDING

 

 

 

All BDOs were explained that one of the main thrust area of MGNREGS being the IBS sector they are to give adequate attention on promotion of activities on IBS and send regular report on  filling up of forms and completion of IBS.

SOCIAL AUDIT

 

TO START NOW & TO COMPLETE & UPLOAD IN WEB

 

 

All Blocks were reminded that all Blocks have uploaded Social Audit calendar & Report. The detail report & minutes of the Social Audit meeting is to be uploaded after completion. NLMs would start visit very soon.

 

 

 

INSPECTION

 

 

STATUS

 

 

 

The status of Inspection of schemes by the BDO/ JT.BDO/ APO/ TA/ BLMs were discussed and all Blocks were advised to strengthen the Inspection habit of BLMs. The  APOs & TAs are to inspect MGNREGS works as per their target every month and send report and digital photos every month accordingly and to update the Inspection Register.

 

MPR

 

ANOMALIES IN APRIL’10

 

 

 

The Blocks where anomalies were detected during compilation of MPR for the month of April’10 were directed to check MPR meticulously before sending to the District. Next time C.As will need to submit explanation. Blockwise anomalies were detected & sent to all (Part – I, II & III)

 

 

AAP-2009-10

 

 

Block wise & GP wise breakup of Annual Action Plan 2010-11 to be done and be sent to this end if scheme in any sector is not yet incorporated , Additional Plan be submitted within 30-05-10. No sector should be left blank.

 

NURSERY TRAINING

 

PENDING

 

 

 

All pending Blocks were directed to send the list of SHGs for Nursery training and also to inform the date so that the District Co-ordinator (SF) can attend. Plantation in IBS will be done only to those Job Card Holders who have done at least 20 days of work in 2010-11.

 

 

COMPLAINT-GRIEVANCE

 

ENQUIRY PENDING

 

 

 

All the BDOs were appraised informed categorically the importance of time bar in conduction of enquiry and disposal of complaints under MGNREGS. The matters undisposed till now are placed to them for immediate completion and sending report thereof.

BACKWARD VILLAGE

 

 

SPECIAL FOCUS

 

 

The report of Backward village under MGNREGS is not prepared  and analyzed properly, All BDOs were requested to give adequate attention and arrange to provide  all families 100 days work.  

 

As there was no other agenda the ADM &ADPC, Burdwan expressed thanks to everybody and concluded the VC.
